Beef Expo
The Pennsylvania Beef Expo which includes the livestock evaluation bull
sale encourages the production of and gives producers access to superior
genetics. The Beef Expo also provides a central location for PCA members
to meet and provide direction for the industry.
The Beef Expo also provides educational opportunities for producers and
juniors.
Beef Quality Assurance Certification Program
The Beef Quality Assurance (BQA) programs was designed to strengthen
consumer confidence in beef by focusing the industry's attention on the
strategies that promote beef quality and safety. As with BQA programs
in other species, commodities, and states, the // BQA also enhances profitability
for all segments of the beef industry.
Producer Education
PCA has made it a priority to provide educational opportunities to Pennsylvania
cattle producers of all ages in order to increase producer profitability.
Keystone Cattlemen
The Keystone Cattlemen (KC) quarterly magazine has been expanded and revitalized
thanks to producer and industry sponsorship through advertising. The KC
bring members special news and announcements about the industry, regionally,
nationally, and internationally.
Keystone Rib-Eye-On-A-Roll Promotions
The directors of PCA, assisted by other groups and individuals, have for
many years sponsored steak and roast beef food concessions and promotions
at the All-American Dairy Show, Keystone International, PA Beef Expo,
Ag Progress Days and other regional and state events. In addition, county
and regional affiliates also sponsor such promotions and concessions in
their areas. In 2004, the PCA initiated a buy concession at the Pennsylvania
Farm Show. Look for it in the Main Hall.
Networking Opportunities
PCA allows for producers of all segments of the industry to interact and
exchange ideas, increasing the knowledge and profitability potential of
all.
National Representation
PCA is entitled to representation on all NCBA committees and the Board
of Directors based on the investment of the grassroots producers. Joining
NCBA means a stronger voice for Pennsylvania on the national level and
a tremendous amount of directly useable information for the individual
NCBA member.
State/National Policy
PCA is active in advising on and promoting legislative and regulatory
actions that would be helpful to the cattle industry and still be consumer
and environmentally friendly. PCA cooperates with other state associations
on the state level and has primary input on national affairs through the

PCA Income Sources
The PCA receives about 50% of its operating income from individual and
associate membership dues and contributions. Other primary sources of
income are food (steak sandwich, roast beef, and other items) concessions,
40%, with the remainder from various services. The PCA also has a scholarship
fund, maintained within the Pennsylvania Cattlemen's Foundation, Inc.
(PCFI) which has been funded primarily by the Merial Company's Generations
of Excellence and Plizer Animal Health Dollars for Education program,
and other individual and corporate contributions. It is hoped that the
PCFI, started only a few years ago, will grow and be capable of funding
more scholarships as well as several other activities important to the
cattle industry.

National Cattlemen's Beef Association (NCBA)
NCBA is the industry organization that works in Washington, D.C. every
day for beef producers.
Tax Relief - Elimination of the death tax has been a
top priority with the new congress. Significant reductions have already
been gained in both the estate and capital gains taxes. Achieving full
deductibility of health insurance for the self-employed, like cattlemen,
is also a priority tax relief issue.
Income Management Tools - Working to provide more useable
income management tools like tax deferred savings accounts in order to
manage the annual variations in income. Already attained tools for years
of severe income variation including income averaging and net operating
loss carryback.
Program Funding - Securing funding for programs important
to cattlemen including disaster, research on animal health issues, food
safety research and trade and conservation programs.
Beef Labeling - Working to limit the usage of the USDA
grade to U.S. cattle only and on a country of origin labeling program.
Trade - Work will continue to gain more access to all
export markets for U.S. cattlemen.
Water Quality - Working to ensure site specific, science-based
standards for environmental regulations.
Private Property - Legislation protecting private property
rights is a top priority including legislation that allows for compensation,
litigation relief and no net-loss in private property.

NCBA/PCA Membership
Beginning with the 2002 membership year, the PCA will also collect NCBA
dues with PCA dues and then send the NCBA members' names and the NCBA
dues to the NCBA. The reason for this added service by PCA is to save
the individual NCBA member and the PCA money in national dues, and bring
about a more cohesive, seamless state and national initiative. NCBA membership
will remain optional, but naturally the PCA strongly encourages NCBA membership
and input by Pennsylvania cattlemen. The 2004 PCA/NCBA membership form
reflects this option.
Pennsylvania Beef Quality Assurance Program
The Pennsylvania Cattlemen's Association, along with the Pennsylvania
Beef Council (PBC) and the Pennsylvania Department of Agriculture (PDA)
financially supports the Pennsylvania Beef Quality Assurance (BQA) Program.
Since its inception in 1987, the BQA program has remained a voluntary,
proactive program designed to address the day-to-day management practices
that may influence the safety, quality and wholesomeness of beef. The
primary focus of the BQA program is to enhance producer and veterinarian
awareness on issues that influence the production of safe and wholesome
beef that is free of product-quality defects.
The Pennsylvania Beef Council (PBC)
The PBC seeks to promote the beef industry in Pennsylvania and educate
consumers through a variety of programs and resources including: Nutrition
Research; Nutrition Education; Student Education; Beef Safety Research;
Beef Quality Assurance Programs; Meat Marketing Management; Retail, Foodservice,
and Consumer Promotions
The Pennsylvania Beef Council is funded by the national beef checkoff
program, established by the Beef Promotion and Research Act as part of
the 1985 Farm Bill. A mandatory program, the checkoff legislation requires
that a dollar be assessed and collected on each head of cattle sold in
a state. In Pennsylvania, 50 cents of each checkoff dollar is retained
by the Pennsylvania Beef Council for local program funding; the remaining
50 cents is sent to the Cattlemen's Beef Board for funding national initiatives
in education, promotion and research.
Cattlemen On the Hill
The Cattlemen On the Hill website provides Federal Information in relation
to the Cattle Industry.
Allied Industry Council Memberships
After a year of planning, the PCA has released the requirements and benefits
of Allied Industry Council (AIC) Memberships in PCA. There are three tiers
of membership--$1600, $1000, and $500, which include Keystone Cattlemen
ad space, exhibit booths at the Beef Expo and Summer Field Days, PCA website
listing and ads, and listing on signage at all PCA events. Ten percent
of all AIC income will be used to support scholarship or other youth programs.
The AIC memberships program is devised to provide continuous, expanded
advertising coverage for companies interested in using the PCA to reach
customers, and to simultaneously provide support for practically all PCA
activities. Fliers which more completely describe the AIC membership are
available from the PCA office.
NOTE: Prime space (inside front cover, page 1, centerfold,
last page, inside back cover, and back cover will be available in competitive
bid.
Watch this website for more details about directions, ads, and special
announcements/articles. Over 3500 copies will be printed for distribution
throughout NCBA's Region 1 (Northeast including OH, MI, WV, MD, KY, and
IN).
